German localization of ToirtoiseBzr is broken

Bug Description

The German localization in TortoiseBzr bundled with the 2.2.1 version is broken. Some strings are in another eastern European language.

Try to set global environment variable LANGUAGE=de and restart the computer.

As I see here https://translations.launchpad.net/tortoisebzr there is too much untranslated messages in German translations. You can help with translations though (hint-hint).

This "bug" was not there in earlier versions of TortoiseBzr. At least there were no strange Czech messages in the German language file. Maybe those entries were in English, which would make sense, but not Czech.

It's a bug on build_mo command.
build_mo uses msgfmt.py but msgfmt.py is not clear previous translation messags.

I set it to released, as in version which is bundled 2.3, the problem is solved.
