Mouse wheel volume change doesn't work when menu is out

Bug Description

Using the mouse wheel over the panel sound icon to change the volume doesn't work when the sound menu is folded out.

Since the feedback is way too poor without the menu (you literally can't see what you're doing), it makes sense to not break the functionality when you open the menu to see what you're doing.

Even better, the volume bar popup would show automatically when changing the volume and remain on the screen for a few seconds, or until the mouse is moved away from the button.
