Maps in savegames do not contain the pictures

Bug Description

When a map that contains the pics/ subdirectory (like all scenario maps) is played and a savegame is created, the map in the savegame does not contain the pics/ subdirectory and therefore after loading, no maps:picture.png is displayed in texts.

 I am pretty sure that this is a a regression, but I have not checked this.

I tried to reproduce this bug, but was not able to. However THIS bug was mentioned since build9half so there must be a rare condition that leads to the bug.

As this bug seems to be very rare + does not break the game, I retarget it to Build17-rc1 - if it gets fixed for Build16 even better :), but without a way to reproduce, it should not be a blocker.

This was a Windows specific problem with '\' instead of '/' in the path. Fixed in revision 6250.
