Add --with-curlwrappers to php5

Bug Description

Binary package hint: php5

I have stumbled quite often over php libraries which needed --with-curlwrappers . Every time i have to build my own deb files. Could i tbe possible just to add this switch to debian/rules ? It's a great feautures, it doesn't break anything nor is it a security problem.

BTW would be _really_ nice if it's possible to add this to 10.04 php5 packages. I know it's LTS, but i really need this feauture it's really not a security problem

According to at least a few users, using --with-curlwrapers does change behavior significantly:

I have not tested the issues outlined above, but I suspect it would potentially cause regressions in peoples' apps that depend on wrappers for HTTP access and expect certain behaviors.

Also I don't see a lot of good reasons to do it above, though maybe others can chime in with enough reasons to warrant making a behavioral change. Its early in natty's cycle, so now would be the time to give people a chance to comment on it.
