Offline messages show UTC time instead of local time

Bug Description
Binary package hint: empathy
As per summary (at least with telepathy-
As example: an offline message sent at 14:00 CEST (UTC+2, today) is shown as sent at 12:00.
Moreover, if the person sending the message (offline or "online") has been the last one to write in previous conversation, time isn't shown at all (as if it were continuing the previous conversation), making impossible to understand if a new conversation has been started and when the message ha been sent. But maybe this is another bug...
