Display does not enter power-save (both tty1 & X)

Bug Description

Binary package hint: acpi

Have Xscreensaver configured to standby/suspend/power-off at 10/20/30 mins respectively, but the monitor does not go into power-save at all. It works fine on the Dapper install I have on the same notebook.

I also tried shutting down X and leaving the PC at tty1. Again, in contrast to Dapper, power-save mode did not commence even after 30 minutes away from the computer.

Just a guess but this might be related to the issue #65887. My monitor goes off after 1200 seconds when I use the command "xset dpms 0 0 1200". KDE's power saving settings are not used, though. Check #65887.

Can you attach output of "xset -q" after reboot (before manually changin DPMS settings with xset dpms"

After reboot the command "xset -q" says about DPMS:

DPMS (Energy Star):
  Standby: 6464 Suspend: 6464 Off: 6464
  DPMS is Enabled
  Monitor is On

In "~/.kde/share/config/displayconfigrc" I had

dpmsEnabled=on
dpmsSeconds=1200

but this has no effect.

Curiously my display is going into power-save OK today. I will monitor the situation over the next few weeks.

Seems quite random... I saved "15 minutes" monitor off time from KDE, checked with "xset -q" that it was:

DPMS (Energy Star):
  Standby: 900 Suspend: 900 Off: 900
  DPMS is Enabled
  Monitor is On

But after log out and log in there was this:

DPMS (Energy Star):
  Standby: 54000 Suspend: 54000 Off: 54000
  DPMS is Enabled
  Monitor is On
