TERM unset in gnome-terminal and guake

Bug Description
Binary package hint: gnome-terminal
TERM is unset in both gnome-terminal and guake.
It is correctly set to "xterm" when using konsole, and "linux" when using the normal tty.
As a workaround, I've been setting TERM=rxvt in my .bashrc, however, when switching to zsh there is complaints in /etc/zsh/zshrc (which I assume is sourced before the ~/.zshrc)
If there is anything I can do to try to identify where/when it isn't being correctly set, please let me know.
