openssh-server fails to come up on maverick (upgrade from lucid)

Bug Description

so I just upgraded my lucid box to maverick.

it appears openssh-server no longer uses init scripts (rc*.d), but depends on upstart.

Unfortunately, this means it's not starting and I have to blindly log in (with keyboard attached, headless box) to start sshd (/etc/init.d/ssh start)

this basically makes the box unusable, and is very hard to debug as headless.

this can be closed, it was an fsck issue.
