randomly keyboard layout changes every key i hit until i leave the field

Bug Description
i just updated to Ubuntu 10.10 the problem wasn't exist on 10.04,
i have 2 keyboard layout: USA, Israel.
the problem accord on text fields of chrome (address bar), eclipse (search), pidgin (msg text field) - more then once each.
the problem is:
RANDOMLY with not reason
when i'm typing the active layout changes from israel to USA and back (every 1-x letters)
so i get the letter i clicked on but from the diffrent layouts
there is no change in the notice area that show the change between the layouts but the text show that.

i typed: aaaaaaaaaaaa
i got: aאaaאאaאaאאa

I confirm this bug too on Ubuntu 10.10 fresh installation. My friends said same bug. I'm using Mongolian And US keyboard layouts with Alt+Shift for shortcut switch.
