slow key dialog not controllable by keyboard

Bug Description

When shift is held down for a few seconds and the irritating dialog pops up, it cannot be controlled by keyboard, i.e. I cannot hit "inactivate" by keyboard like I can in any other window. I must use the mouse. This is confusing.

I cannot reproduce this on Feisty. Gustaf, have you tried?

I suspect we should do a review of how all these key shortcuts and dialogs work.

The problem is, when the dialog pops up Slow keys is already active; so it's not really offering to turn it on so much as offering to turn it off.
