Shutdown or reboot should be postponed, when apt lock is active

Bug Description

1. Start system upgrade
2. Wait until downloading of packages is complete and configuring starts
3. Shutdown or restart your computer
4. See, how upgrade process gets killed and you are left with unusable or broken system

Expected behaviour:
First stopping script should check if the apt lock is active and wait until the lock is freed. It should also check if the process is still running, to see if the lock isn't stale. Until then user should be notified about the ongoing upgrade process.

I assign to dpkg as i think that it has to be killed only with root previlege

I would argue that the user should be somewhat responsible here... I don't plan to fix this at the dpkg level at least. Maybe you can reaffect the bug to upstart if you really believe that it deserves some more consideration.

Note that it's pretty rare that the system ends up entirely unusable even when interrupted in the middle of an upgrade.
