Back and forward buttons are reversed in RTL locales

Bug Description

Binary package hint: yelp

When using an RTL locale, the toolbar buttons are arranged from left to right, the back button being the first on the right. However, their graphics remains the same as for LTR, which is confusing and inconsistant.
