Bug Description
Manifest and older metamanager manifest do not display in order that it was loaded. Vinyl team for phases 2 through 4 use this manifest at the beginning of each phase, to ensure that all items on manifest are packaged in box and in the correct order. By displaying in order that it was loaded, it makes this checking process run more efficiently.
