Paint bucket does not fill areas precisely. This is a wanted behaviour, and having googled a bit on the subject I can understand how this can be a nice feature. The grow/shrink parameter in the paint bucket tool control bar can often be used as a workaround.
Now, there are at least two good reasons for which a precise filling tool would improve Inkscape :
1/ First this feature is not intuitive when you are used to other imaging software, so this behaviour is experienced by users as a painful bug : see bug #185744 and bug #182930.
2/ In many occasions, workarounds won't work (unless you spend much time on filling many areas), for instance when you have acute angles.
A nice solution would be to implement the "standard" filling behaviour and to add a checkbox in the paint bucket tool control bar allowing to fill using this standard filling behaviour. The implementation could be for instance to create the new shape using either the bisector of bounding shapes or the inner edges of bounding shapes.
