Thanks for taking the time to report this bug and helping to make Ubuntu better. We appreciate the difficulties you are facing, but this appears to be a "regular" (non-security) bug. I have unmarked it as a security issue since this bug does not show evidence of allowing attackers to cross privilege boundaries nor directly cause loss of data/privacy. Please feel free to report any other bugs you may find.

Could you help me reproduce this bug. I'm on Ubuntu 10.04.1 LTS and running

sudo apt-get install winbind=2:3.4.7~dfsg-1ubuntu3.2

on a fresh install worked. I also noticed that your bugreport mentiond "InstallationMedia: Ubuntu 9.10 "Karmic Koala" - Release i386 (20091028.5)". Are you trying to install from the Ubuntu 9.10 CD perhaps?

Error is:

Setting up winbind (2:3.4.7~dfsg-1ubuntu3.2) ...

groupadd: cannot lock /etc/gshadow; try again later.

addgroup: `/usr/sbin/groupadd -g 123 winbindd_priv' returned error code 10. Exiting.

Make sure you don't have any /etc/gshadow.lock file (remove it if present). Then try again.
