Automatic configuration of word-wrapping can be done as follows:

- If visual-line-mode is available, turn it on for message presentation.
- If longlines.el is available, use it.

In all other cases, there can be a simple command vm-fill-paragraphs that toggles filling.

Also, consider whether vm-word-wrap-paragraphs can be merged into the vm-fill-paragraphs-containing-long-lines variable.
