switching to another workspace from one with a full screen application make the panel not reappear

Bug Description
Steps to reproduce:
Ensure that no applications are open to start with.
1) In workspace 1, open an application and set it to fullscreen mode (eg. Chromium)
2) use <ctrl><alt>right to move to workspace 2
The dock bar appears white, and the top panel remains hidden
If workspace 4 has an app open (eg. gnome-terminal), and one uses <ctrl><alt>down from workspace 2, the dock bar and top panel re-appear.
