Bug Description
When a user is made former staff, all of their community memberships are revoked. Additionally, they should no longer be a part of any people directory categories. The categories, however, are not properly removed so former staff users are still showing up as staff in people directory listings. The categories need to be removed for each user when made former staff both via GSA and via the UI.
