'domain error' if input files lack newline

Bug Description

Binary package hint: tkdiff

If the input files do not contain any newlines (not even a final newline), then a pop-up appears with the following error:

domain error: argument not in valid range
domain error: argument not in valid range
    while executing
"expr {int(($s2 - 1) * $factor) + $g(mapborder)}"
    (procedure "create-map" line 23)
    invoked from within
"create-map map $mapwidth $mapheight"
    (procedure "map-resize" line 28)
    invoked from within
"map-resize 0.0 1.0"

I will attach demo files.
