Bug Description
I was looking through the preferences menu and I see two separate applications that launch encryption key / keyring related items but they are different tasks.
It's unclear to me why there are two separate applications to do this.

Thank you for bringing this bug to our attention. However, a paper cut should be a small usability issue, in the default Ubuntu install, that affects many people and is quick and easy to fix. So this bug can't be addressed as part of this project.
- By default on a Maverick install we only have "Passwords and Encryption Keys" menu item. Not an issue with the default install hence not a papercut. /wiki.ubuntu. com/PaperCut.

Don't worry though, this bug has been marked as "Invalid" only in the papercuts project.
The second one[Encryption and keyrings] i believe *might* be since seahorse-plugins was installed?
Or maybe the item was present in earlier releases and was left after upgrade to Maverick.
