Can't type capital letter with diactrical signs in

Bug Description

Binary package hint: xkeyboard-config

For keyboard layout "Lva (Latvia Apostrophe (') variant)" unable to obtain capital letters with diactrical signs (such as Ā and Ē and Č) by typing Apostrophe-Shift-Letter (A/E/C/..). In fact, no combination with apostrophe seems to work to obtain capital letters with the special signs (except for hitting caps-lock).

Capital letters can be obtained by pressing Shift-Right_Alt-Letter.
This could be reported as bug aswell since only one deadkey is advertised (') and only one should work then.

P.S. Bug can be repeated with Latvia Tilde variant as well.

I just checked - the combination <Shift>, then <Apostrophe>+A gives me Ā. Will

I am using Ubuntu 6.06, on machines that were upgraded from 5.10->6.06 i can
reproduce the bug I described, however on fresh install of 6.06 it works fine as
it should. Any ideas on what is what?

May be, for some reason, on upgraded machines xkeyboard-config was not upgraded?
Or xkbdata is used instead of xkeyboard-config. That's the only reason I can
think of.

The bug is ubuntu specific. It does not appear when ubuntu 6.06 is fresh installed , while it does appear on 5.10->6.06 upgraded machines.
