Can't type capital letter with diactrical signs in

Bug Description
Binary package hint: xkeyboard-config
For keyboard layout "Lva (Latvia Apostrophe (') variant)" unable to obtain capital letters with diactrical signs (such as Ā and Ē and Č) by typing Apostrophe-
Capital letters can be obtained by pressing Shift-Right_
This could be reported as bug aswell since only one deadkey is advertised (') and only one should work then.
P.S. Bug can be repeated with Latvia Tilde variant as well.

I just checked - the combination <Shift>, then <Apostrophe>+A gives me Ā. Will
it work for you?
