Clicking on some application buttons in the launcher does not raise any window

If I have tomboy open with some notes but I'm in a different app, when I click on the tomboy icon in the launcher to switch to the top note, nothing happens.
If I do have a note as the active window already, clicking on the tomboy icon in the launcher correctly does the "Expose" feature where it shows me all the note windows I have open. And clicking on a different note in Expose mode is able to raise it. So unity does know about all the windows and *can* raise tomboy windows.
It should be able to raise one when trying to switch between apps.

I found that if the search window is open, the launcher button works. If I only have notes windows open however, they are not displayed.
Can you check if the same happens to you?
