Updates to Feature Flagged-things should not appear in Around The Library/Recent Changes

Bug Description

Feature Flagged things are in development. If they show up in Recent Changes or Around The Library, people will know about them. Not necessarily a bad thing, but will mean questions etc.

Also, noticed that if you try to hit the new /people/george08/lists page today, you get a 404 if you're logged out. Should catch that with a feature-flag-connected permissions check instead so people don't create a page under that URL for something in development.
