3) What is expected to happen is during a Skype call, when the other party shares their full screen via clicking Video and Screen Sharing button -> Share Your Screen -> Share Full Screen

one maximizes the other parties shared screen, one may restore or maximize other windows over it.

4) What happens instead is that one may not restore or maximize other windows over the other parties shared screen.

WORKAROUND: Minimize the Skype video window, then restore or maximize the other window(s).

when the other party shares their entire screen, and one maximizes the shared Skype windows, one may see and maximize other non-Skype windows over it.

A new skype version (2.2.0.25 beta) is available from partner repository, could you try to reproduce the bug with the latest version and tell us if the problem is still there?

LocutusOfBorg, thank you for working on this bug. Skype has removed the ability to maximize the Skype video window so checking for the bug's existence is not possible at this time.

Yeah but this seems to be not a bug anymore, maybe if they add the feature again this bug will be reopened...

LocutusOfBorg, my last test was not testing screen sharing but receiving webcam video, which was not the original bug problem.

The original bug problem is reproducible if the other party shares their full screen via clicking Video and Screen Sharing button -> Share Your Screen -> Share Full Screen

Then if one maximizes the other parties shared screen, then tries to restore or maximize another window over it, it is unsuccessful. Marking back to Confirmed.
