Bug Description
Binary package hint: unity
1) Start with no Terminal open, but some other window open (say, Firefox)
2) Click on the Terminal launcher
A Terminal will open, but it will be behind the Firefox window. Usually the hidden Terminal window asks for attention, sometimes it doesn't.
