Neo2 keyboard layout doesn't work after adding regular german layout in maverick

Bug Description

well, i did a clean install of maverick and selected neo2 (a german keyoard-layout with large similarities to DVORAK) as default layout.

naturally i needed to change the layout when my first guests arrived and they needed to look something up. now i have the keyboard application indicator which allows me to switch between layouts. the problem is: neo2 layout is not fully functional now (even if i remove regular german layout). with neo2, one can reach third level by pressing caps lock. unfortunately the caps lock stays a capslock now, no matter what. so i cannot use the neo2 layout anymore, because i cannot reach level 3.

that's a terrible bug: if i would have removed regular german layout before recognizing that it ruined my other layout i would not have been able to type my root/user password anymore.

WORKAROUND: Ok, now i figured out what maybe causing this: If i add another layout in the keyboard options, the tool automatically sets a shortcut for switching between those layouts, namely SHIFT + CAPS LOCK. So just go to Keyboard > Layouts > Options > Keys to change Layout, and then uncheck the concerning shortcut.

Work around does not work for me. The respective option magically remarks itself after closing and reopening the option window.

Now i figured out why it didn't work, I had to choose something instead of "SHIFT + CAPS LOCK". I chose "RIGHT WIN" , who needs that key anyways.

If you installed it the other way around, level 3 works, but level 4 won't.

This was filed against the wrong driver package. -keyboard is no longer maintained; keyboards are managed via the -evdev driver now. However this sort of sounds like a bug in the capplet (or else in xkb-data). Reassigning to gnome.

the issue seems a config one, not a gnome-desktop bug in any case, gnome-desktop has nothing to do with keyboards
