tried solving with windows live hotmail nfeedback and this was their reply
"Based on our records, you’re accessing your account through an e-mail client using the POP3 settings. If you didn’t enable the option to leave a copy of your Inbox messages, it’s only normal that they’ll be moved to the Deleted folder once you’ve downloaded them into the e-mail client. You should contact the support team of the e-mail you’re using to help you enable the option.

For your sending issue, I suggest that you refresh your browser. You can visit its Help section for the steps or contact their support team for assistance.

Thank you for taking the time to report this issue and helping to make Ubuntu better. Examining the information you have given us, this does not appear to be a bug report so we are closing it and converting it to a question in the support tracker. We appreciate the difficulties you are facing, but it would make more sense to raise problems you are having in the support tracker at https://answers.launchpad.net/ubuntu if you are uncertain if they are bugs. For help on reporting bugs, see https://help.ubuntu.com/community/ReportingBugs#When%20not%20to%20file%20a%20bug.

Solution:

I managed to get over this problem by changing the port that smtp uses to 587. Try the following settings:

Server: smtp.live.com:587
The server requires athentication: Yes
Use secure connection: TLS Encryption
Authentication type: login
