Bug Description
Not only did you cripple ffmpeg so that it doesn't support encoding to most commonly used formats but you also failed to include webm/vp8 support, and you disabled support for existing codecs before adding vp8. And the version of ffmpeg is way behind upstream. So, upgrading ffmpeg turned into a major downgrade.
Yeah, there are IP issues with the codecs. blah. blah. blah. People have been using ffmpeg for a decade. And you spring this change on us without our knowledge or consent, breaking most uses of the package and don't even have the decency to call the package ffmpeg-crippled, let alone provide a non-free package to uncripple it.

just install the package 'ubuntu- restricted- extras' , which in turn will install 'libavcodec- extra-52' from universe. This package does come with x264 and libvpx encoding support.
