AMI image ami-1634de7f running in t1.micro fails to restart ssh on reboot

Bug Description
Start the ami-1634de7f AMI image in Amazon's t1.micro virtual instance. You will be able to log in using the standard:
ssh -i <your key.pem> ubuntu@<your pub dns name>
Once logged in, simply perform a:
sudo reboot
The instance will come back up but you will get "connection refused" when you try to ssh into it. This is also the behavior if you restart using the AWS console.
