Duplicated HOSTID in popcon

Bug Description

Binary package hint: popularity-contest

Because casper didn't reconfigure popcon on the livefs some of the edgy installs have the same HOSTIDs. The scope of this needs to be checked e.g. via the apache logs.

Possible solutions:
- get apache logs to find duplicated HOSTIDs and forcefully reconfigure only those
*or*
- remove all old HOSTIDs data from popcon.ubuntu.com and upload new popcon that force reconfigure for all older versions to get a new HOSTID. this means we won't have valid data for a couple of days though

I got the full logs today but unfortunately I can't figure the amount of duplicates we have with them.

I will upload a new popularity-contest package that unconditionaly generates a new UUID for everything older than 1.33ubuntu2. This means that after 20 days (the maximum time that the popcon submission data is valid) we have a duplicate free popcon database.
