Drizzle test-run.pl should report an error if a test-case result file is not recorded when using --record

Bug Description
In the event a new test case is unable to have a result file recorded, test-run.pl is still reporting [ pass ] and not providing any further information.
We should consider it a failure if we don't record a result file when the --record flag is used, since this is exactly what we are asking for.
