Screen Brightness Changes Occur with pulses of full brightness between target settings

Bug Description

To reproduce
(I'm on a MacBook) Hold down one of the screen brightness increase/decrease keys. While the brightness setting changes keep holding the key.

Effect
Between the different brightness levels that one expects to see, are bright moments where the screen is at full brightness. If the brightness change keys are pressed only momentarily to cause brightness changes, this effect does not occur.
