emacs23 menus interfere with system and network menus

Bug Description
Binary package hint: emacs23
When the Emacs window has focus, attempting to click on any panel applets or menus which are located above it results in the window system hanging for several seconds.
Steps to reproduce:
1) Launch Emacs23 and click on it to give it focus
2) Try to click on the system menu
3) Also, try to click on the NetworkManager menu
4) Wait until it ungrabs the pointer (about 5 seconds or so)
5) Switch focus to some other application
6) Try the same thing - no problem!
I'm not sure if there may be an interaction with assistive technologies here - I didn't notice this until I turned on mouse tricks.

Yes. Verified that this only happens when assistive technologies are turned on.
So add this to the steps to verify:
0) Launch Assistive Technologies Preferences, click the "enable assistive technologies" box, and log out and back in again.
