Client side interface should report AJAX server OOPS number

Bug Description
Following-on from bug #634847. If the client side Javascript receives an OOPS or other fatal error from the server during an AJAX submission it should deliver this information to the user so that it can be reported. At the moment a dialogue is shown:
The following errors were encountered: (,'displayname'
and this message is opaque to the user. Leaving aside the usability issue for the moment, the bug above proved hard to get a handle on because there was nothing to report back to the Launchpad team regarding the OOPS that had happened behind the times.
At a minimum the OOPS should be displayed to the user with the same guidance as the main website error box ("please report this to...") in order to be able to pass some identifier back to the LP development team.

We already track the bad error handling we have as bug 521447. I'll note that an OOPS number is an obvious requirement of better error handling at that bug, and then dupe this one against that one.
