enable 2up mode for short books

Bug Description

Two-page view mode should be enabled for short books. It is currently disabled for books less than 6 pages long (due to the previous inability to display short books).

Setting the minimum to 2 pages so we can either display a full spread or single page that can actually flip.

Please verify that for 1 page books, 1up mode is the default and the mode change (1up, 2up, thumb) icons are not displayed. No other functionality should be affected.

For 2 page and longer books all modes should be available.

I created some test books - please check with some other books as well.
