replace pcre with boost::regex

Bug Description

It would be good if we can drop the pcre dependency and use boost's regex functionality instead.

Already have the pandora m4 ready in the drizzledump migration stuff. The fix for this will follow after

Andrew,

I started looking into this and ran across this article that says that boost::regex doesn't really work with UTF-8 but uses UTF-32. I'm not an expect with this, but figured I'd pass on this article just in case you are not aware of these issues..
