FFe: please sync scribus-ng 1.3.8.dfsg-1.1 from debian/unstable

Binary package hint: scribus-ng

The scribus-ng is very outdated currently (1.3.5) and the new version 1.3.8 fixes many bugs and add some nice new features and as scribus-ng is supposed to provide a recent version of scribus the package should be updated.
