Bug Description
When calling Yelp home page from System->Help (e.g. Système->Aide in French) the strings "Ubuntu Help Centre" and "Welcome to the Ubuntu Help Centre" are left untranslated.
I checked Rosetta (for French) and the string IS translated.
I suspect that when building toc.xml from toc.xml.in, the Gnome CVS po is used instead of new Rosetta po, and strings that have been patched for Ubuntu are therefore not translated.

I can confirm this for Spanish as well.
