Bug Description
If rubber is installed globally on your system, there seems not to be a way of specifying custom image-conversion rules (and custom-defined packages) locally. By locally, I mean either within the source file directory (i.e. containing the LaTeX source files) and/or a user's home-directory. It would be preferable to have both options available, and have the "more local" rules override the less local ones.
