[trunk] top-right buttons show buttons without action

Bug Description
When you select the top-right buttons (just to the left of LOGOUT), you get a button field with the signification of the action on which the pointer is located (home, requests, edit preferences, help, about).
Now if you click on the icon button, things are ok and the action that will be executed on click is indicated in the status bar (bottom left).
Now if you point on the text, the pointer continues to indicate that this is a link (clickable button) and the action indicates javascript : void(0);
If the buttons are intended to act as help text, than the should not be clickable as they give the impression that something is missing.
If the buttons are intended to be clickable, then the corresponding action should be defined. I can imagine that this is the intention as it allows to show more than one button (like a submenu).
