Please sync deal.ii 6.3.1-1 (universe) from Debian unstable (main)

Explanation of FeatureFreeze exception:
Actual ubuntu version FTBFS because of inconsistency between slepc and petsc and
because of the version of trilinos that we have in the archive (see Debian bug
562332 for more info).

The debian version builds fine (see attached log) and install fine:

As I didn't find any reverse dependency, I haven't been able to test it.
