Bug Description
I believe there was a rule change to prevent users from subscribing to bug mail for Ubuntu. Users are getting to the subscribe page though.

It is not clear if the user hacked the URL or if there is a link somewhere. The +subscribe page probably needs a sanity check to ensure it does not render the form when the structure is Ubuntu.
