Bug Description
In Kubuntu Maverick, sometimes the "Get New Stuff" functionality simply doesn't work. I was able to install an icon set, for instance, but no "installed" (KDE tells me they are installed) comic strip sets can actually be chosen and used.
The same happens when trying to install KDM themes. They show up as installed (in the Get New Stuff dialog) but they don't appear in the KDM themes list.

Same here. I think problem is with access rights. Many of "new staff" downloads needs to be extracted to /usr, but there is no "kdesu" dialog. In my case, only downloads which are extracted to my profile are working. Others are marked as installed, but downloaded archive is not extracted ...
