I don't know, it would breaks compatibility. I won't change that without a discussion on the packagers mailing list. For now you can easily change _topdir in your ~rpmmacros file.
(You should build packages with the 'build' script instead, so that you have a clean build environment. This needs root, though.)

Yes i agree this is useless to openSUSE since we can use osc build but to build packages faster we can use rpmbuild on ~/rpmbuild.
I'll bring this subject to -packagers ML.
