ms files "view" button doesn't display content in browser

Bug Description

reported via rt from Nat (OSI):

The new View link for MS content does not seem to be working. When I
click on "view," I get the same pop-up asking me if I want to open or
save the file as I do when I click on "download". If you have the
proper software, clicking on view should open the MS document inline in
your web browser.

After doing some research and testing I have found that this behavior is not controlled by anything on the Karl end, but is actually a per user configuration in Windows. I used the following tutorial to get Word docs to appear inline in IE using Karl:

The key here is to use the 'File Types' dialog to set the "Browse in same window" checkbox while unchecking "Confirm after download" for each type the user wants to display inline.
