vim tiny: wrong handling of german umlauts

Bug Description
Binary package hint: vim-tiny
vim-tiny in edgy eft beta may possibly have a problem showing correct german umlauts (ä,ß, etc)
typing ä vim-tiny writes ä[_] where [_] stands for an unvisible sign - but not an
empty string: in mails which contains - for example ä[something] - it is shown as
some strange ascii art ;)
After installing package vim this strange behavior has gone.
Using:
- Edgy Eft, testing/unstable (all Patches applied until Sep. 30, 2006)
- vim-tiny, Version 7.0-035+1ubuntu4 , on i386-x32
- new Installation without modifikation of any config file
Variable LANG is: de_DE.UTF-8
TERM is: xterm
Why is there a Link (or binary) in /usr/bin named vim when there is no such
item in the package itself: dpkg -L shows
/usr/bin/vim.tiny. In vim-common also there is no vim link or binary but i was able
to start using the command vim in mutt and of course on command line.

I use gnome-terminal and encode utf8 . I open utf8 (ex.zh_TW.utf8) file with vim-tiny. I see wrong code word , and I type something that wrong code.
But I use gnome-terminal with big5 encode. I see correct word in utf8 file.
