On Load, opens and starts all past torrents, that were added with a torrent file

Bug Description

Using v2.2.10 on Win Vista 32bit, current patches.

When I load QBittorrent after its been shut down, it will load and begin to download again, all torrents that were downloaded with a torrent file, but not a magnet link. Even if the files have been removed, will still attempt to redownload them all again.

I have a similar problem.
When I delete a folder which was downloaded with qBittorrent then the next time I start it it will recreate all the files/folders and of course state that 0% is completed. The latter behaviour is correct, but I'd like to get rid of the first.
So when a folder is not found upon start-up that particular torrent should change its state to paused and report 0%. Folders/files should be recreated only if the torrent is restarted.
Bug #640577 is similar, but this one happens if qBittorrent is not running when the data is deleted.
