No support for native symbols in username

Bug Description

Binary package hint: adduser

It should be possible to make an account name with the users first name, this is not possible at current moment. In many countries people have names with native symbols in. In denmark we have a lot of these names like Åge, Jørgen or Øjvind.
People should be allowed to have these names as an account name. I realize that this might be troublesome, but I don't like to tell people they can't have their actual names as their account name. In any of the big competing systems this is possible so it should be in Linux too.

At least it should be possible with the --force-badname option.
