3) What is expected to happen is when one holds Super+Alt > secondary click an empty space of the gnome-panel > clicks Add to Panel... > Clock >
Add > and puts their mouse over the newly added clock icon, there is no tooltip.

4) What happens instead is that a tooltip pops up.

According to: https://wiki.ubuntu.com/CustomStatusMenuDesignGuidelines - "Status menus do not have tooltips. This is for consistency of behavior: most menus have never needed tooltips, so it is most consistent if all menus are designed to not need them, rather than some menus having them and some not."

1) Ubuntu 10.04 LTS
2) gnome-panel 1:2.30.2-0ubuntu0.2
3) Status menu/apps should not respond to mouseover events.
4) moving the cursor over the clock raises a tooltip "Click to view your..." and highlights the clock status applet.

Thank you for your bug report. The issue is an upstream one and it would be nice if somebody having it could send the bug the to the people writting the software (https://wiki.ubuntu.com/Bugs/Upstream/GNOME)

The GNOME project would likely not consider this to be a bug. According to GNOME Human Interface Guidelines 2.2.1 (http://library.gnome.org/devel/hig-book/stable/desktop-notification-area.html.en), "Icons should obey normal tooltip conventions".

Aaron Ahlemeyer, what I would expect is either no tooltip at all (easier codebase to maintain, less annoying for endusers), or as a part of a normal tooltip convention, if a tooltip is going to be presented, it's only something not already shown via the applet. In the case of the Clock, the tooltip repeats the time, but does show the timezone. With GNOME Sensors Applet it repeats the temperature but shows the device name. If tooltips stay, then it would seem to have to be dealt with on a per applet basis.

Either way, it's not something Ubuntu would want to deviate from upstream on. It's hard enough to maintain the codebase as is, versus two codebases, one from upstream, and the other Ubuntu's modified version of upstream.
