"Windows" keys are not selectable as modifier

Bug Description

Binary package hint: gnome-control-center

When I use gnome-keybinding-properties I can't use "Windows" keys as accelerator. Pressing them makes a keybinding to "Super_L".
However, using gconf-editor I can change shortcut to, for example, "<Mod4>1". And this shortcut works when pressing Winkey+1.

Keyboard layout is polish (pl_PL I pressume).
